2. Source priority
We give the greatest weight to primary and official sources. Depending on the topic, these may include:

3. Federal benefits versus provider offers
We separate the federal Lifeline benefit from a provider’s separate phone promotion. Lifeline primarily provides a qualifying monthly service discount. 4. How we handle changing provider and device data
